CALL TO ACTION Join and get involved with the MI Impact Coalition, as we work to bring back Michigan’s State Rehab Tax Credit.  Senate Bill 469 (S1) passed the Senate on December 13, 2017. House Bill 5178 (HB 5178) has also been introduced to reinstate the Michigan Historic Preservation Tax Credit. These bills would reinstate the popular program that offers a credit of up to 25 percent of rehabilitation expenses against state income tax.

To provide value throughout the entire day for our members, we are providing educational opportunities, however; please note the legislative appointments need to take priority in your schedules as this is the purpose of this Annual event!

To determine your legislator, visit: www.legislature.mi.gov. Our lobbyist, Kelley Cawthorne, will arrange all appointments with legislators for individual members of each association. Please note that legislative visits are sometimes difficult to secure and all visits are coordinated to the best of the staff’s ability.

Why Attend Legislative Day?

We represent the historic preservation profession by advocating on their behalf in the Michigan Legislature. In the past, we have been able to pass or oppose several pieces of critical legislation, with the advocacy efforts of people around the state:

1970      1970 Public Act 169, Local Historic District Act Public Act 169,
               Local Historic District Act
1999      1999 Amendment to PA 169 to Include a 25% Tax Credit
2001      2001 Michigan’s Historic Tax Credits are Made “Permanent”
2007     2007 SB 973 – Enhancements to Historic Tax Credits
2011      2011 SB 566-568 and 644 – Michigan Community
               Revitalization Program
2016      Local Historic District Act Saved from Major Changes

Currently Michigan Historic Preservation Network and Preservation Detroit are working on several issues that directly affect historic preservation in Michigan. Several of these issues will be our focus during the upcoming Advocacy Day:

  • SB 250 – Require a DDA to Get Approval from SHPO for Changes to Exterior of Buildings, Listed on the State or National Registers, and Owned or Financed by the DDA
  • SB 251 – Formalized in Statute a State Historic Preservation Office
  • Senate Bill 469 and House Bill 5178 – reinstates Michigan’s State Rehab Tax Credit

It is important that we build a relationship with our legislators in order to most effectively represent your interests. What is the best way to do that? By having constituents visit them and explain why these issues are important to them. An appointment will be scheduled for you with each of your legislators. Our lobbyist, Melissa Yutzey of Kelley Cawthorne, provides an update and briefing to familiarize you with the legislative issues to be discussed. A packet of information on legislative topics is provided for each legislator. You will also have a chance to meet with the legislators and staff members at the luncheon.
