MICHIGAN HOUSE BILLS 4503 AND 4504 INTRODUCED!

On May 20, we learned of the enrollment of two bills that again would provide for expansion and enhancement of the Michigan Historic Preservation Tax Credit. One is for corporate income tax, HB 4503, sponsored by Rep. Joey Andrews (D) who represents the 38th House District that includes Saugatuck, Douglas, Benton Harbor, St. Joseph, New Buffalo, and surrounding townships. It is tie-barred to the second bill for individual income tax, HB 4504, sponsored by Rep. Steve Frisbie (R) who represents the 44th House District that includes Battle Creek, Albion, and surrounding townships. The MHPN thanks these two Representatives who see co-sponsoring the bills as a means to ensure support for the kind of preservation work they know benefits all of Michigan’s communities.

Using the language proposed during the last Legislative Session, the bills again make game-changing updates to the Michigan Historic Preservation Tax Credit (PA 343 of 2020) under which the state tax credit program currently runs. Their most significant proposal is to raise the current $5M annual credit cap to $100M to better reflect the demand we see. There are other proposed enhancements that will give more projects access to the credits, so please read through the bills.
